USFS Firefighter Classification

Hey all,
I am seeking some information regarding forestry tech vs. firefighter classifications. Specifically I was hoping for some assistance in answering the following two questions:
1. What would change (by law, precedent, etc.) if forestry technicians became classified as firefighters; and
2. What benefits, rights, etc. are forestry techs being barred from or not receiving access to, by not being classified as firefighters?
